In 2025, international capital reached near-parity with regional capital for the first time — a structural shift. The UAE is the most internationally open VC market in MENA (78% international, up from 57% in 2021). Saudi Arabia, still majority-domestic (60%), is closing the gap as Vision 2030 draws global co-investors. MENA SWFs deployed $56.3B in 97 transactions in 9M 2025 — 40% of all global SWF dealmaking (Global SWF, 2025).
