Algiers is the government, corporate, and regulatory center. Oran is important for western Algeria, energy/industrial links, and port access. Constantine can be relevant for eastern market coverage. Most foreign companies should start with Algiers and evaluate Oran based on sector.
For industrial and energy-adjacent operations, Oran should not be treated as secondary. But for licensing and national partnerships, Algiers remains essential.
Local partnership selection is probably more important than city selection at the first stage.
Algeria needs strong 'market size' but also careful 'ease of market entry' notes. CityCalc should avoid oversimplifying.
