Amman is still the management and talent center. Aqaba is a logistics/special economic zone play. If the business is import/export-heavy, Aqaba matters. If it is services, sales, or regional management, Amman matters.
Aqaba has a strong role for Red Sea logistics and special-zone treatment. But most professional services, finance, HR, and executive functions will be easier in Amman.
Talent depth is the deciding point. For a 10-person logistics office, Aqaba can work. For a 100-person regional services center, Amman is likely easier.
