For cost-sensitive industrial SMEs, Sharjah and Ras Al Khaimah deserve more attention. Dubai gives brand, connectivity, and services; Abu Dhabi gives scale and government-linked opportunities; RAK and Sharjah can be compelling for land/cost.
Ajman can work for smaller operations, but talent commute and client perception need to be considered. Fujairah is more specialized because of port/location dynamics.
Free zone rules and qualifying income treatment should be checked carefully. A free zone address does not automatically solve tax or market-access questions.
