When conditions allow, reconstruction procurement will need transparency, donor coordination, contractor qualification, materials tracking, and safeguards. What should a platform track now without implying normal market conditions?

Track categories, not live commercial opportunity unless verified by an official source: shelter, water, health, education, debris removal, power, logistics, and materials. Every listing should identify the donor/procuring entity.
Procurement transparency will be critical. Award history, contractor eligibility, anti-corruption safeguards, and delivery monitoring should be part of the data model.
Compliance, sanctions screening, humanitarian access, and local authority recognition issues need careful handling.
CityCalc should present this as a future reconstruction and humanitarian procurement data layer, with clear source verification and disclaimers.
