For a multilingual customer success and content moderation team, how would you compare Beirut, Amman, Cairo, and Dubai? Cost, language depth, reliability, and executive comfort all matter.

Cairo gives scale and cost. Amman gives strong English and stability for mid-sized teams. Beirut has excellent multilingual talent but business continuity planning matters. Dubai is strongest for executive comfort and regional management, but cost is higher.

I would separate the HQ from the service center. Dubai or Amman for management, Cairo for scale, Beirut for specialized multilingual roles if risk controls are acceptable.
