Cairo gives scale and cost. Amman gives strong English and stability for mid-sized teams. Beirut has excellent multilingual talent but business continuity planning matters. Dubai is strongest for executive comfort and regional management, but cost is higher.
I would separate the HQ from the service center. Dubai or Amman for management, Cairo for scale, Beirut for specialized multilingual roles if risk controls are acceptable.
Contracts, payment, currency, and employment rules should be compared carefully. The lowest salary market is not always the lowest-risk operating model.
